Des Plaines man charged with attempted murder, possession of a controlled substance, more.
The Des Plaines man police shot to death in a strip mall in the 1900 block of E. Touhy Avenue on May 13 tried to run the officers down with his car after a physical confrontation, forcing the officers to shoot, Des Plaines police stated in a press release Wednesday. Carlos Salgado, 44, succumbed to his injuries on the scene, the report states. Des Plaines police conducted a traffic stop on the vehicle at approximately 3:12 p.m. on May 13. Police said that Salgado's actions amounted to attempted murder, aggravated battery and resisting arrest. The wife of the Des Plaines man shot and killed by police in a strip mall on May 13 filed a complaint against the two officers involved in the incident with federal court on May 14. The complaint states that without just cause or just provocation, the defendants, either one or both officers, shot Salgado. The court document also states that the use of deadly force was excessive, unreasonable, unprovoked and unwarranted, and the officers’ actions were in violation of Salgado’s Fourth and Fourteenth Amendments. Medical Examiner: Cause of death was gunshot wound to upper body.
Shortly after 3 p.m. on May 13 Des Plaines police conducted a traffic stop at a strip mall in the 1900 block of E. Touhy Avenue that resulted in police fatally shooting Carlos Salgado, 44, of Des Plaines, police stated on Monday. Salgado was killed by a gunshot wound in the upper torso, and, after an autopsy was complete, his death was ruled a homicide, the Cook County Medical Examiner’s Office stated on Monday afternoon. Police stated officers involved were injured, treated at Lutheran General Hospital and released; the report did not specify how many officers were treated.
