Metra has stepped up security throughout its rail system for the North Atlantic Treaty Organization summit at McCormick Place, including the Union Pacific/Northwest Line from May 19 to May 21. The Des Plaines man police shot to death in a strip mall in the 1900 block of E. Touhy Avenue on May 13 tried to run the officers down with his car after a physical confrontation, forcing the officers to shoot, Des Plaines police stated in a press release Wednesday. Carlos Salgado, 44, succumbed to his injuries on the scene, the report states. Des Plaines police conducted a traffic stop on the vehicle at approximately 3:12 p.m. on May 13. Police said that Salgado's actions amounted to attempted murder, aggravated battery and resisting arrest. The wife of the Des Plaines man shot and killed by police in a strip mall on May 13 filed a complaint against the two officers involved in the incident with federal court on May 14. The complaint states that without just cause or just provocation, the defendants, either one or both officers, shot Salgado. The court document also states that the use of deadly force was excessive, unreasonable, unprovoked and unwarranted, and the officers’ actions were in violation of Salgado’s Fourth and Fourteenth Amendments. Green, age unknown, of River Grove, was charged with driving under the influence of alcohol, driving under the influence of alcohol/drugs combination, driving under the influence of drugs and possession of a controlled substance after police conducted a sobriety test in the 300 block of S. Bender Road between 2:13 a.m. and 6:30 a.m. on May 11, police stated. A small bottle containing two pills and a white powdery substance was recovered by police. Battery, Domestic Battery Frank O’Bryan Delgado, 23, of Aurora, was charged with two counts of battery after an altercation with family members at Rivers Casino, 3000 S. River Road, at 3:25 a.m. on May 13, police stated. As police walked him to the squad car, according to the report, Delgado spit in one of the officer’s face. Prior to police arriving on the scene, after Delgado was handcuffed he bit a security guard’s shoulder, police stated. Delgado was given a court date of June 25 at Skokie courthouse. Touhy Avenue that resulted in police fatally shooting Carlos Salgado, 44, of Des Plaines, police stated on Monday. Salgado was killed by a gunshot wound in the upper torso, and, after an autopsy was complete, his death was ruled a homicide, the Cook County Medical Examiner’s Office stated on Monday afternoon. Hissong, 55, of Mount Prospect, was charged with possession of cannabis after police recovered a metal container containing less than one gram of a green, leafy substance suspected to be cannabis from the center console of his vehicle in the 300 block of W.
