Fountain Blue Event Tent Extension Clears Major Hurdle

A 6,000 square foot tent used for weddings, banquets and other events received an 18 month extension from the Des Plaines City Council Monday.

The Des Plaines City Council supported an 18-month extension for Fountain Blue, 2300 Manheim Road, to allow it to continue operating a 6,000 square foot tent that has drawn noise complaints from surrounding residents. Sixth Ward Alderman Mark Walsten said he had recently gone to the area on a Saturday night and did not hear much. "I have to say I went to the parking lot, not even the subdivision, and I did not hear anything," Walsten said. "Now I don't know, I don't have 18-year-old ears anymore, but I didn't hear anything." The tent has been operating for more than two years and drawn numerous noise complaints. Fountain Blue has been cited five times for noise, convicted four times and fined $700, city officials said. The city's zoning board rejected the request by Fountain Blue for the tent to continue operating (a video showing the tent is attached to this post). City staff recommended 20 conditions be met for the tent to continue. Among the conditions were that a wall be built to block out noise. Fountain Blue plans to build a 12-foot high wall of three-inch thick cedar with noise absorbing material. Fifth Ward Alderman James Brookman, who represents residents near Fountain Blue, said that the banquet hall has made attempts to quiet things down. For example, live bands are not allowed. However, Brookman said noise still was a problem and he doubted the wall would do enough to stem the concerns of residents. "We're going down the wrong road here," Brookman said. The meeting at times was heated, with several residents addressing the council. Walsten, who was chairing the discussion, insisted upon a 4 minute time limit. When he cut off a woman who was asking questions of a sound expert loud groans were heard. "Alright (Police) chief, we may have to clear this room if this keeps up," Walsten said. The council voted 5-3 to extend Fountain Blue's use of the tent at least 18 months. Brookman, 2nd Ward Alderman John Robinson and 7th Ward Alderman Joanna Sojka voted "no." The wall has to be built in 120 days. The council did adjust one condition. Staff had recommended a cutoff time of 10 p.m. for music and the council changed it to midnight.
