Newton E. Regis, 43, of Des Plaines, was charged with possession of cannabis after police found small bags of a substance that tested positive for the probable presence of cannabis in his pants on the 2000 block of S. Pine Street between 9:59 p.m. and 10:03 p.m. on Sept. 4.

Police were responding to a disturbance call about a man and woman arguing on the second or third floor of the building. When police arrived they found Regis and a woman outside the building, police stated. Both subjects told police they were not arguing; they were just talking, according to the report.

While speaking with Regis and the woman, police smelled a strong odor of burnt cannabis, police stated. When police asked them if they were smoking weed, Regis said, according to the report, all he had was a “roach,” and handed the officer a partially-smoked cigarette from the ground, which contained a green, leafy substance.

When police searched Regis, according to the report, they found small bags of a green, leafy substance, suspect cannabis, in his right front pocket and in the waistband of his pants.

Regis told police, according to the report, he purchased the weed that day in Chicago, and he smoked it because it helped with his bad back.
