Report: Des Plaines Deputy Chief Demoted To Patrol Commander

The Journal and Topics is reporting that Des Plaines Deputy Police Chief Mike Kozak was demoted to patrol commander.

Des Plaines Deputy Police Chief Mike Kozak has been demoted to the rank of patrol commander, the Journal and Topics newspaper reported.

The newspaper stated that Police Chief William Kushner confirmed the change. Paul Burger was named deputy chief to replace, Kozak, the Journal and Topics reported.

Kushner became police chief in September 2012. Kushner followed James Prandini who retired at the end of 2011. Kozak served as interim chief after Prandini's retirement.

Why would you use the term "demoted" ? You could have been nice and said reassigned. Obviously the man is qualified to be in a command position.

Because when one goes from being a DC to a commander, it is a demotion. You don't lose rank for no reason...

...because he was demoted, you can only demote one rank at a time, nothing says he's qualified to be in a command position.

So, what I see here is that Kozak was INTERIM (meaning temporary or short-term)chief after Prandini retired. He served in this role while a search was completed for a permanant replacement for Prandini. I'm sure that there must have been internal communication so that Kozak was aware there was a search to a permanant replacement. Perhaps he was even given the opportunity to interview for the permanant role. When a professional football coach resigns or gets fired mid-season, the general manager designates an interim head coach while they interview for a new permanant head coach. Once they hire one, the interim doesn't get demoted. They just go back to what they were doing before. How is this any different that what happened in Des Plaines PD? Bad choice of words by Kushner. What the story does not tell us in what Kozak's role was before we was the interim chief. He could just have been reassigned back to what he did before Prandini retired. Neither a promotion or a demotion. Just back to "normal".

Demoted Brian, demoted from Deputy Chief to Commander. Chief Kushner's words are correct, a Deputy Chief is higher ranking than a Commander. Kozak was a Deputy Chief before he was "interim chief". Kozak is now a step below what he was before Prandini retired, and everyone is better off.

P.S. It says right in the article someone else replaced Kozak as Deputy Chief, therefore, he was obviously a Deputy Chief before.

Gotcha. I misread. He went from Deputy Chief to interim Chief. But after being interim Chief we was placed back down under (previous role of) Deputy Chief to Patrol Commander. Is the PD required to have this news published to the whole community to make this guy feel crappier that he already does having just been demoted? Figured they could just write an internal memo and leave it at that.
