Illegal Possession of an Alcoholic Beverage, Possession of a Controlled Substance

Alberto Nmi Castillo, 38, of Des Plaines, was charged with possession of a controlled substance and issued a citation for possession of an alcoholic beverage, driver, after police found him with an open can of Model beer in his car on the 2900 block of Curtis Street between 12:22 a.m. and 12:40 a.m. on Sept. 1, police stated. While speaking with Castillo, the responding officer observed a clear plastic bag with a white, powdery substance sticking out of a plastic piece on the ceiling in the center of the vehicle, police stated.

When police pulled the bag, it ripped, according to the report. Police unclipped the plastic piece from the ceiling of the car and found a clear plastic bag with a white, powdery substance and a folded dollar bill with a white, powdery substance. Both substances tested positive for the probable presence of cocaine, police stated.

Castillo asked police why he was being arrested, according to the report. When police told him it was because of the cocaine located in the car, Castillo said, according to the report, “Come on, that’s personal use. I’m not selling. Give me a chance.”

Castillo was given a court date of Sept. 13 at Skokie courthouse.

Suspicious Incident

Police responded to a suspicious incident report at the bus stop at the intersection of Jarvis Avenue and Plainfield Drive on the 800 block of E. Jarvis Avenue at 5:05 p.m. on Sept. 4.

A male subject, described as having dark skin, black sunglasses, approximately 30-40 years old, driving a black pickup truck with an open bed, stopped his truck at the stop and spoke to a girl between 7:10 a.m. and 7:15 a.m., police stated. The man asked the child what school she went to, what her name was and how old she was, according to the report. The girl did not answer the man and ran away until her bus arrived.

The driver of the black pickup was then seen speaking to children waiting for the bus near the intersection of Jarvis Avenue and Westview Drive, police stated.

The school resource officer was notified about this incident.

Trespassing

Janet Young Yu, 65, of Schaumburg, was issued a citation for trespassing at Rivers Casino, 3000 S. River Road, after casino security personnel noticed her on the gaming floor between 2:25 p.m. and 2:34 p.m. on Sept. 5. Yu was on the self-exclusion list.

When police spoke with Yu, according to the report, she said she was aware she was on the list, but thought it had expired.

The Illinois Gaming Board began the Statewide Voluntary Self-Exclusion Program for Problem Gamblers in 2002, according to the Illinois Gaming Board’s website. It allows people who are problem gamblers to self-exclude themselves from Illinois casinos for a minimum of five years.

Gene O’Shea, Director of Self-Exclusion for the Illinois Gaming Board, individuals can petition to be removed from the list after five years, but no one has ever succeeded in this.
