Rep. Jan Schakowsky (D-Evanston) accused Rep. Robert Dold (R-Kenilworth) Tuesday of introducing legislation merely to cast himself as a political moderate, while Dold replied Schakowsky is unwilling to act in a bipartisan fashion. Plans for a major development at Higgins and Mannheim roads that includes a parking garage, restaurant and hotel moved one step closer to becoming a reality on Monday. Planning Commission members voted, 3-0, in favor of approving a temporary site plan, and recommending to city council the developer’s proposal for a special zoning classification that outlines construction criteria called a planned unit development. Mark Kirk (R-Highland Park) released a video Tuesday thanking the citizens of Illinois in his own voice for their support during his rehabilitation from a stroke suffered Jan. 21 and three resulting surgeries. Local postal workers and volunteers expect to collect more than 20,000 pounds of donated food on May 12 in Des Plaines and Rosemont to support the Self Help Closet and Food Pantry in Des Plaines. City Council members showed their support for the cause by holding up their "Stamp Out Hunger" T-shirts at their meeting on Monday. The National Association of Letter Carriers will celebrate its 20th national “Stamp Out Hunger” drive this Saturday, the largest single day food drive in the country. More than one billion pounds of food have been collected since the food drive started. Chicago is considering a tax on soda as a way to raise revenue and combat obesity.
Chicago held hearings this week on whether to tax soda to fight obesity. Alderman George Cardenas proposed a tax of 15 to 35 cents on sugary drinks. Cardenas proposed the tax as a way to fight child obesity rates. The tax also would raise about $129 million in revenue. Childhood obesity in the U.S. has more than tripled in the last 30 years, according to the Centers for Disease Control. The CDC states that in 2008, a third of U.S. children were overweight or obese. The percentage of children 6 to 11 defined as obese rose from 7 percent in 1980 to almost 20 percent in 2008. “We know that taxing at the right level can reduce consumption of sugary drinks and that reducing consumption will help reduce the prevalence of obesity,” Fox Chicago …

Cook County Board President Toni Preckwinkle announced Monday she wants municipalities to annex the roughly 62 total square miles of unincorporated areas in an effort to reduce the cost to the county for providing key services such as law enforcement, the Chicago Tribune reported. Preckwinkle made the statement at a press conference where she presented the recommendations of a task force she formed to study the issue. In the past, Des Plaines has annexed unincorporated parcels in a case-by-case basis. Scott Mangum, senior planner for Des Plaines, said a portion of unincorporated land was annexed as part of a residential development, Lexington Woods, in 2007.
