Tuesday Blotter: DUI, Pants Down in Parking Garage, More

The Des Plaines Police Department provided the following reports.
Burglary to Vehicle
An I-Pod and Garmin Nuvi GPS device were reported stolen from a car parked at a residence in the 400 block of Radcliffe Avenue between 9 p.m. on Sept. 21 and 11 a.m. on Sept. 22, according to police. Property loss was estimated at $400.
Kelly C. Smith, 36, of Chicago, was charged with public indecency after police observed him with his pants down in the basement stairway of the parking garage next to the library, 1444 Prairie Ave., at 7:01 a.m. on Sept. 21. Smith was given a court date of Oct. 30 at Skokie courthouse.
Driving Under the Influence of Alcohol, Reckless Driving
While police were parked in a parking lot on the northwest corner of Potter and Ballard roads between 8:10 a.m. and 8:33 a.m. on Sept. 17, police heard tires screeching, honking and an engine revving in the southwest corner of the intersection near a liquor store, police stated. Police heard tires screeching again as a red 2006 Chevy Impala drove westbound on Ballard Road in the eastbound lane in front of the squad car. According to the report, the Impala almost struck another vehicle, and police drove approximately 70 miles per hour to catch up with it and pull the driver over.
Police stated the driver, Jesus M. Terrazas, 22, of Des Plaines, had red, glassy eyes and smelled of alcohol.
When police asked Terrazas how much he had to drink, Terrazas said, according to the report, “A couple beers.”
After police removed handcuffs from Terrazas and asked him to perform field sobriety tests, Terrazas said, according to the report, “Man, I’m not even that drunk.”
Terrazas was charged with driving under the influence of alcohol and reckless driving. He was given a court date of Oct. 17 at Skokie courthouse.
