I cannot condone shooting a house pet, cat, dog, etc. But leaving a cat out, isn't there a law about letting animals run loose in the city? My condolences to the cat owner, but shouldn't they receive a ticket for letting their pet run loose???

People leave cats out all the time, the somehow believe they are doing the cat a favor. As the owner of house only cats, I disagree, and believe they are doing their cats a disservice and leaving them open to injury and abuse. Anyone who shoots an innocent animal for amusement is twisted and cruel. What's next, a kid?
